Kim McQuay was appointed as The Asia Foundation's country representative for Bangladesh in March 2003. His appointment marks a return to Bangladesh where, as the Foundation's assistant country representative from 1992 to 1996, he managed programs in governance and law, elections, women's empowerment, and economic reform. In 2004, he completed a comprehensive country governance assessment study for the Asian Development Bank. Kim’s areas of program focus and interest include law and human rights, governance, criminal justice reform, elections, and Islam.

Mr. McQuay previously served as the Foundation's Jakarta-based senior director for Law Programs, where he led a major legal reform and counter-corruption program in Indonesia and advised Foundation field offices on the design and implementation of law and human rights programs. His additional field experience with the Foundation includes service as project manager in Sri Lanka and assistant country representative for Cambodia. As special assistant to the president of The Asia Foundation, Mr. McQuay worked closely with senior executives and the board of trustees on a range of institutional policy issues, coordinated the Foundation's regional human rights programs, and led a seven-country study on Legal Empowerment for Supporting Governance for the Asian Development Bank.

Prior to joining the Foundation, Mr. McQuay practiced corporate-commercial law with Osler Hoskin & Harcourt, Toronto.

Education: B.A. and an LL.B. from Queen's University; LL.M in public international law from the University of Cambridge.
